# MAGRS — Marshall Agent Governance & Reputation System > MAGRS (Marshall Agent Governance & Reputation System) is an open governance framework from Marshall Network Services, Lexington, KY. It helps organizations keep visibility, boundaries, accountability and oversight over how AI is used and what AI says about them, built on the Marshall Principle: "Artificial intelligence may assist human decision-making, but responsibility always remains with humans. Authority cannot be automated." Core rule: Every implicit permission an AI receives has a named human ceiling. No ceiling, no grant. MAGRS is a standard, not a product. It issues no certifications, badges or credentials and does not certify practitioners. It is not an accreditation, license, or legal or regulatory compliance program. Organizations use the standard themselves: there is no application, fee or membership, and nothing on this site is for sale. Author: Richard K.
